Utility Services and Billing
Water, Sewer Collection, WWTP, Garbage and Recycling are calculated monthly on your City Utility Bill.
The Current rates are as follows:
$5.00 base rate per month plus tier usage rates
- Tier 1: 0-5,999 gallons .......... $5.00 per 1,000 Gallons
- Tier 2: 6,000-11,999 gallons..........$5.50 per 1,000 Gallons
- Tier 3: 12,000 gallons ..........$6.05 per 1,000 Gallons

$3.85 per month base charge plus $5.00 per 1000 gallons
Waste Water Treatment Plant (WWTP)
$6.05 per month base charge plus $5.05 per 1,000 Gallons.

Sewer fees are based on Water consumption. This means when you use water it is assumed that you use sewer. When you water your lawn this can add up. You may install a second water meter for outside watering so that you are charged for water only on this meter (Sewer & WWTP charges and base rates are NOT applied to a 2nd Water Meter.)
2nd Water Meters & Fees
- Visit the city office to apply for a permit, or download the 2nd Water Meter Permit Form.
- Purchase the radio head and meter from the city office for $235.00.
- A $25.00 Inspection Fee is also required prior to approval of Permit. ($260.00 Total)
- Have a plumber install the meter. **Do not make this a deduct meter** When the installation is complete, please contact the city office and arrange to have the meter sealed and inspected.

There is a Payment Drop box located on the South side of City Hall and a Mail slot at the front door.
Please feel free to take advantage of any of these methods to make payments, all methods are free of charge.
Garbage & Recycling
Garbage is picked up on Tuesdays. Please have the carts out by 7:00am for collection. All garbage must be in your container and bagged. Stickers may be purchased at City Hall at $3.00 each for occasional extra garbage. Each Sticker is good for one 30 gallon bag of garbage. If extra garbage is not bagged and does not have a sticker it will not be collected.
Containers are available in the following sizes:
- 35-gallon container - $9.00 per month (plus tax)
- 65-gallon container - $13.00 per month (plus tax)
- 95-gallon container - $17.00 per month (plus tax)

Tree branches, grass clippings, leaves, and garden waste may be dropped at the city compost site (at the wastewater plant on the rear tarmac area). The wastewater treatment facility is located at 800 Buffalo Avenue South (south of Highway 12 on County Road 25). The compost site is open Monday, Wednesday, Friday from 7:00a.m. - 7:00p.m.; Tuesday and Thursday from 7:00a.m. - 4:30p.m. and on Saturday from 8:00a.m. - noon. Residents in the Forest Creek development are served by Wright-Hennepin Cooperative Electric Association; call (763)477-3000 or complete the online application for service.
